These are the only two partners affected. Every other Citi transfer partner -- airlines, Wyndham, Accor -- stays at current rates.
Should you panic? Probably not. Choice and I Prefer were niche partners. The airline side of Citi's transfer portfolio is where the real value lives, and that's untouched.

Here's every Citi ThankYou transfer partner, rated by value for island and beach travelers. All ratios below are for premium cardholders (Citi Strata Premier, Strata Elite, Prestige). Non-premium cards get lower rates.
Tier 1: Still Excellent (Keep Transferring)
Turkish Airlines Miles and Smiles (1:1) The single best Citi transfer partner for long-haul flights. Turkish business class to the Maldives, Bali, or Greece runs 45,000-63,000 miles each way. Turkish's Star Alliance partnerships open up routing through Istanbul to virtually anywhere. Chase and Amex don't transfer to Turkish -- this is a Citi exclusive.
Singapore Airlines KrisFlyer (1:1) Ideal for Southeast Asia island trips (Koh Samui, Phuket, Bali). Singapore business class runs 47,000-92,000 miles depending on distance. Also bookable via Chase UR and Amex MR, both at 1:1. Citi matches them.
Cathay Pacific Asia Miles (1:1) Strong for Hong Kong connections to Bali, Phuket, the Maldives, and Japan. Cathay business class is world-class. Also available via Amex MR (1:0.8), but not Chase UR. Citi's 1:1 ratio is the best available -- 25% more miles per point than Amex.
Emirates Skywards (1:0.8) Dubai connections to the Maldives, Seychelles, and Mauritius. Emirates first class is a bucket-list product. Also transfers from Amex MR, but not Chase UR.
Tier 2: Solid Niche Value
Avianca LifeMiles (1:1) Good for Star Alliance awards at sometimes-lower pricing than other programs. Economy flights to Caribbean islands run 15,000-25,000 miles each way.
Wyndham Rewards (1:1) The Caribbean all-inclusive play. 15,000-30,000 Wyndham points per night at Alltra resorts (Cancun from 15,000 pts/$300, Playa del Carmen from 30,000 pts/$427). Solid value at 1.4-2.0 CPP. The Chase->Wyndham 30% bonus (when active) is better, but Citi's 1:1 base rate is still solid.
Accor Live Limitless (1:0.5, even with premium cards) Useful for Accor properties in the Maldives (Raffles, Fairmont, Sofitel) and French Polynesia. Niche but valuable if those are your destinations.
Tier 3: Diminished (Post-April 19)
Choice Privileges (1:1.5, down from 1:2) Choice hotels aren't typically island destinations. The devaluation makes an already niche partner less attractive. Skip unless you have a specific Choice property in mind.
I Prefer Hotels (1:2, down from 1:4) At 50% reduction, I Prefer is now borderline unusable via Citi. The points required for a meaningful hotel stay effectively double. Avoid.
Citi vs Chase vs Amex: The Post-April Comparison

Citi's unique advantage: Turkish Miles and Smiles is a true Citi exclusive -- neither Chase nor Amex can transfer to Turkish. For Cathay Asia Miles, Citi's 1:1 ratio beats Amex's 1:0.8, and Chase doesn't offer it at all. For travelers flying Turkish business class to Greek islands or Cathay to Southeast Asian islands, Citi delivers the best value.
Citi's weakness: No hotel powerhouse. Chase owns Hyatt and IHG. Amex owns Hilton (at 1:2). Citi's hotel side was always weaker, and the April 19 devaluation makes it worse.
The Action Plan Before April 19
If You Have Choice or I Prefer Stays Planned
Transfer now. The rates drop on April 19, so any points you transfer before then lock in the current ratio. Even if you don't have a booking yet, you can speculatively transfer to Choice at 1:2 and hold the points in your Choice account.
If You're Deciding Where to Focus Card Spend
For hotel stays: Shift spend to Chase (for Hyatt/IHG/Marriott) or Amex (for Hilton). Citi is not a hotel-first program anymore.
For flights: Keep earning Citi TYP. Turkish Miles and Smiles alone justifies maintaining a Citi Premier or Double Cash. The airline transfer portfolio is genuinely excellent and untouched by this devaluation.
The Hybrid Strategy
The smartest play: use Citi for flights (Turkish, Singapore, Cathay) and Chase/Amex for hotels (Hyatt, Marriott, Hilton). This gives you the best of both worlds -- Citi's exclusive airline partners for getting there, and Chase/Amex's hotel partners for staying there.
Bottom Line
The April 19 Citi devaluation is real but narrow. Choice Privileges and I Prefer were never top-tier partners -- the value loss is marginal for most travelers. Citi's airline transfer partners (Turkish, Singapore, Cathay, Emirates) remain excellent and unchanged.
Keep your Citi card. The Turkish Miles and Smiles exclusive alone is worth it for island travelers. Just stop thinking of Citi as a hotel points program -- it's an airline points program that happens to have a few hotel partners on the side.
